[C.S.Lee's Editorial] The 'June 3 Election Disaster': Full Dissolution of the National Election Commission and Punishment of Those Responsible is the Only Answer

A black swan event that shakes the very foundation of South Korean democracy has occurred. The baffling mismanagement and allegations of fraud that surfaced during this June 3 local election have left an indelible stain on the prestige of South Korea, a nation that prides itself on being an advanced global power. Despite continuous warnings and loopholes pointed out in every past election, the National Election Commission (NEC) sat on its hands, and its complacency has finally triggered a catastrophic crisis.

An election is the most sacred institution sustaining a democratic system. In any election, what is just as important as the outcome—if not more so—is the "legitimacy of the process." Only when the process is transparent and fair beyond a shadow of a doubt can the winners proudly claim victory and the losers gracefully accept the results, fostering democratic unity. However, today’s reality is quite the opposite. Due to an opaque and bizarre election management system, the winners are left with a heavy political burden, while the losers are left with unyielding resentment, plunging the entire nation into a swamp of extreme division and conflict.

At this point, the NEC has completely lost its raison d'être as the nation's impartial referee. Having consistently responded with a high-handed attitude to recurring suspicions, the NEC has proven itself incapable of self-reform. It is no longer an object to be "reformed," but rather to be "dissolved." To restore the severely eroded public trust, a bold decision must be made to completely dismantle the bureaucratic NEC. In its place, an independent, "civilian-led election management body" must be established immediately—one that allows for constant, transparent oversight and manages elections directly under the watchful eyes of the public.

Furthermore, a comprehensive and rigorous investigation must precede all else to rectify this crisis. Those chiefly responsible, including the top leadership of the NEC who allowed the situation to deteriorate to this point, must be thoroughly identified and face the harshest punishments permitted by law, regardless of their rank. Holding them accountable for shaking the nation's foundation is the first step toward restoring broken judicial justice and democratic principles.

A country where the fairness of elections is not guaranteed is a democracy in name only; in reality, it is no different from a dictatorship. The government and the political sphere must take this disaster as a grave warning. Through a drastic personnel and institutional purge on the scale of dissolving the NEC, along with the establishment of a civilian alternative body, they must rebuild a transparent South Korea where citizens can cast their votes with absolute peace of mind.
