[이천석의 사설] 조작된 여론, 국민의 목소리를 왜곡하다

대한민국의 여론조사는 더 이상 '민심의 온도계'라 부르기 어렵다.
최근 발표되는 여론조사 결과를 보면, 실제 국민 체감과 전혀 다른 수치가 반복적으로 등장하고 있다. 이는 단순한 오차의 문제가 아니다. 의도된 방식과 편향된 표본 추출로 특정 정치 세력에 유리한 결과를 만들어내는, 명백한 '여론조작형 조사'가 공공연히 이루어지고 있기 때문이다.

여론조사는 국민의 뜻을 읽고 정책의 방향을 가늠하기 위한 도구여야 한다. 그러나 지금은 정권의 정당성을 포장하고, 정치적 프레임을 강화하는 수단으로 악용되고 있다. 응답률이 10%에도 못 미치는 전화조사, 특정 연령대와 지역에 집중된 표본, 편향된 문항 구성 등은 그 자체로 '민심'의 반영이라 보기 어렵다. 일부 기관은 '자동응답(ARS)'이라는 명목으로 실제 통화조차 없는 허수 데이터를 만들어내며, 결과는 여론의 이름으로 대대적으로 보도된다.

언론 또한 책임에서 자유로울 수 없다. 조사결과의 신뢰도나 표본구성의 편향성을 제대로 검증하지 않은 채, 자극적인 수치만 부각시키며 정치적 유불리를 해석하는 보도를 쏟아낸다. 국민은 그 왜곡된 데이터를 통해 '민심이 이렇다'는 착시를 강요받는다. 이는 민주주의의 근간인 '자유로운 판단'과 '정확한 정보 접근권'을 훼손하는 중대한 범죄에 가깝다.

정치권 역시 이런 왜곡된 여론을 자신들의 정당성을 강화하는 데 이용한다. '지지율이 높다'는 이유로 오만에 빠지고, '지지율이 낮다'는 이유로 불필요한 정쟁에 몰두한다. 결국 여론조사는 국민의 뜻을 반영하기보다, 국민을 조작하는 도구로 전락했다.

이제는 달라져야 한다. 여론조사 기관의 투명한 데이터 공개, 응답률·표본·가중치 등 모든 과정을 제3의 독립기구가 검증할 수 있는 제도적 장치가 마련되어야 한다. 거짓된 여론은 결국 국민의 주권을 침탈하는 행위다. 여론은 조작의 결과가 아니라, 진실한 국민의 목소리여야 한다.
국민이 침묵하지 않는 한, 그 거짓은 오래 가지 못할 것이다. 결론적으로 민심은 이재명 정권의 붕괴이다.

Public opinion polls in South Korea can no longer be called a “thermometer of public sentiment.”
Recent survey results repeatedly show figures that bear little resemblance to what citizens actually feel.
This is not a simple statistical error — it is the result of deliberate manipulation and biased sampling designed to favor specific political forces. Such “fabricated polls” are now being conducted openly under the guise of legitimate research.

Polls should serve as tools to read the will of the people and to guide policymaking.
Instead, they have become instruments for legitimizing those in power and reinforcing political narratives.
Telephone surveys with response rates below 10%, samples concentrated in specific age groups or regions, and loaded or suggestive questions cannot be considered a reflection of genuine public opinion.
Some agencies even produce phantom data through “automated response (ARS)” systems, and these fictitious numbers are then reported widely as if they represent the voice of the people.

The media is not free from blame either.
Rather than verifying the credibility of the data or the balance of the sample, they sensationalize the numbers and interpret them through the lens of political gain or loss.
As a result, citizens are forced into an illusion that “this is what the people think.”
Such distortion is nothing less than a grave offense against democracy itself — violating the people’s right to accurate information and independent judgment.

Political leaders, too, exploit these false polls to consolidate their power.
Those who appear to enjoy high approval ratings grow arrogant, while those with low numbers become entangled in needless political strife.
Public opinion surveys have thus degenerated into tools of manipulation rather than mirrors of the people’s will.

This must change.
Polling agencies should be required to disclose their data transparently, and all aspects of their methodology — including response rates, sampling, and weighting — must be subject to verification by an independent oversight body.
Fabricated polls are, in essence, an assault on national sovereignty.
Public opinion must never be a manufactured product; it must be the true and unfiltered voice of the people.

As the truth emerges, one conclusion becomes undeniable: the public sentiment now points to the collapse of the Lee Jae-myung administration.
