마약과 폭력조직, 정치의 침묵이 낳은 위기

국정조사로 마약 예산 삭감의 책임을 명확히 해야 한다

최근 국내에서 잇따라 발생한 마약·폭력조직 사건은 한국 사회의 법치 기반이 흔들리고 있음을 보여준다.
캄보디아에서 발생한 한국 대학생 납치·살해 사건, 강남 학원가의 마약 유통, 그리고 강릉항에서 적발된 역대 최대 규모의 코카인 밀반입 사건까지 — 이제 마약은 단순한 사회문제가 아니라 국가 안보 차원의 위협이 되고 있다.

정치권을 둘러싼 구설 역시 적지 않다. 일부에서는 이재명 정권이 성남시장 재직 시절부터 폭력조직과의 관계를 둘러싼 논란에 휘말려 왔다고 지적한다.
사실 여부를 떠나, 이러한 구설 자체가 국민의 불신을 키운다는 점에서 결코 가볍지 않다.

그런데도 정작 정치권은 이 사안에 대한 대응이 지나치게 미온적이다.
특히 2025년 예산안 심의 과정에서 마약 수사에 필수적인 예산이 전액 삭감된 사실은 국민을 충격에 빠뜨렸다.
당시 여당인 국민의힘이 “이대로는 마약 수사를 제대로 할 수 없다”고 강하게 반발했음에도, 민주당의 주장대로 예산은 끝내 삭감됐다.
검찰과 경찰의 마약 수사 역량을 유지하는 데 필요한 특수활동비가 사라졌다는 것은, 범죄 대응 의지를 의심케 한다.
이는 결과적으로 국내 마약 유통과 조직범죄가 뿌리내릴 토양을 스스로 만든 셈이다.

폭력조직의 범죄활동은 언제나 마약 유통과 맞물려 있다.
그렇기에 정부와 국회는 예산을 통해 수사기관의 역량을 강화하고, 국제 공조 체계를 확대해야 한다.
그러나 예산 삭감은 그 반대의 신호를 보냈다.
정치권이 정쟁에 매몰되어 국민의 생명과 안전을 뒷전으로 미뤘다면, 그 책임은 결코 가볍지 않다.

지금 필요한 것은 정치 공방이 아니라 투명한 진상 규명이다.
마약 수사 예산 삭감이 어떤 과정을 거쳐 결정되었는지, 그리고 그 결과가 범죄 대응 체계에 어떤 영향을 미쳤는지를 국민 앞에 명확히 밝혀야 한다.
국정조사나 특검이 필요한 이유가 바로 여기에 있다.

마약과 폭력조직의 연결고리는 한순간의 방심으로도 급속히 확산된다.
정치가 이를 방치한다면, 대한민국은 법치의 근간을 잃게 될 것이다.
지금이라도 정치권은 국민 앞에 약속해야 한다 —
마약과의 전쟁에 예외는 없고, 진영도 없다.

A Parliamentary Inquiry Must Clarify Responsibility for Drug Enforcement Budget Cuts

The recent surge of drug and organized crime incidents in South Korea shows that the foundation of the rule of law is faltering.
From the abduction and murder of a Korean student by a Cambodian crime ring, to drug trafficking in Seoul’s Gangnam district, and the record-breaking cocaine seizure at Gangneung Port — narcotics have become not just a social issue but a national security threat.

Political controversies have only deepened public distrust.
Some point out that the Lee Jae-myung administration has long faced suspicions — dating back to his time as mayor of Seongnam — regarding possible ties between local politics and organized crime.
Regardless of whether such suspicions are true, their very existence erodes confidence in governance.

Yet, the political response remains strikingly passive.
During the 2025 budget deliberations, funding essential to drug enforcement was completely cut — despite strong objections from the ruling party that such cuts would cripple investigations.
The elimination of special activity funds crucial to both prosecutors and police raises serious doubts about the government’s determination to fight crime.
In effect, this decision has created fertile ground for drug trafficking and organized crime to grow.

Organized crime almost always thrives alongside drug distribution.
Therefore, both the government and the National Assembly must strengthen investigative capacity and international cooperation.
The budget cuts, however, sent the opposite message.
If politics has prioritized partisan conflict over the safety of its citizens, the accountability cannot be taken lightly.

What is needed now is not political finger-pointing but transparent investigation.
Lawmakers must reveal how these budget cuts were decided, and how they have affected the nation’s ability to respond to narcotics-related crime.
This is why a parliamentary inquiry or special investigation is indispensable.

The link between drugs and organized crime can spread rapidly with even a moment’s neglect.
If politics continues to ignore it, South Korea risks losing the very foundation of justice.
The political class must make a clear pledge before the public —
In the war against drugs, there must be no exceptions and no sides.
