[이천석의 사설] 삼성전자 ‘귀족 노조’의 폭주, ‘영국병’의 망령이 대한민국을 덮치고 있다

대한민국의 경제적 자부심이자 국가 경쟁력의 보루인 삼성전자가 창사 이래 최대 위기를 맞고 있다. 역대급 실적을 달성했다는 소식이 들려오기 무섭게 노조는 영업이익의 15%에 달하는 수십 조 원의 성과급을 요구하며 총파업의 깃발을 치켜들었다. 고액 연봉을 받는 이른바 ‘귀족 노조’가 국가 반도체 패권 전쟁의 절박함은 외면한 채 자신들의 주머니 채우기에만 몰두하는 모습에 국민적 공분과 우려가 극에 달하고 있다.

‘파업의 일상화’가 불러온 선진국들의 몰락

우리는 이미 역사를 통해 무분별한 노동 쟁의와 포퓰리즘적 정책이 한 국가를 어떻게 몰락시키는지를 똑똑히 지켜보았다. 1960~70년대 영국을 강타했던 이른바 ‘영국병(British Disease)’이 그 전형이다. 당시 영국 노조는 끊임없는 파업과 과도한 임금 인상을 요구했고, 정치권은 표를 의식해 이를 수용하거나 방관했다. 그 결과 생산성은 곤두박질쳤고 기업의 투자 의욕은 상실되었으며, ‘해가 지지 않는 나라’ 영국은 결국 IMF 구제금융을 받는 처지로 전락했다.

지금 삼성전자 노조가 걷고 있는 길은 과거 영국의 비극적인 전철과 놀랍도록 닮아 있다. 글로벌 반도체 시장은 HBM(고대역폭메모리) 주도권 다툼과 AI 혁명 속에서 초단위의 생존 게임을 벌이고 있다. 이러한 ‘전시 상황’에서 국가 대표 기업의 생산 라인을 멈추겠다는 발상은 제 살을 깎아 먹는 것을 넘어 국가 경제 전체를 인질로 삼는 극단적 이기주의다.

성과급 45조 원 요구, 국민적 상실감과 경제 정체

노조가 요구하는 영업이익 15% 배분은 금액으로 환산하면 약 45조 원에 달한다. 이는 웬만한 국가의 한 해 예산과 맞먹는 수준이다. 중소기업 종사자들과 서민들이 고물가와 고금리에 허덕이는 현실에서, 이미 최고 수준의 처우를 받는 이들의 ‘더 많이 내놓으라’는 식의 투쟁은 사회적 위화감을 조성하고 노동계 내부의 양극화를 심화시킬 뿐이다.

노동의 정당한 대가는 보장받아야 마땅하다. 하지만 기업의 이익을 혁신과 재투자가 아닌 선심성 분배에만 쏟아붓는다면 그 기업의 미래는 없다. 삼성이 무너지면 대한민국 반도체 생태계가 무너지고, 이는 곧 국가 세수 감소와 일자리 증발로 이어지는 연쇄적 몰락의 시작이 될 것이다.

대한민국, ‘아수라’의 길인가 ‘재도약’의 길인가

작금의 사태를 방치한다면 대한민국 역시 성장의 정체를 넘어 역성장의 늪으로 빠져들 수밖에 없다. 정치권은 노조의 눈치를 보며 포퓰리즘에 편승할 것이 아니라, 법과 원칙에 따른 엄정한 대응으로 산업 현장의 질서를 바로잡아야 한다.

삼성전자 노조는 이제라도 파업이라는 극단적 수단을 내려놓고 차가운 이성을 회복해야 한다. 자신들의 터전인 기업이 쓰러진 뒤에 받는 성과급은 아무런 의미가 없다. 국민들은 더 이상 ‘귀족 노조’의 집단 이기주의를 묵과하지 않을 것이다. 대한민국이 ‘영국병’의 망령을 떨쳐내고 진정한 선진국으로 남느냐, 아니면 ‘아수라’와 같은 혼란 속에서 몰락하느냐는 지금 이 순간의 결단에 달려 있다.

The Republic of Korea’s economic pride and the ultimate bulwark of its national competitiveness, Samsung Electronics, is facing its greatest crisis since its founding. No sooner had news of record-breaking performance broken than the labor union raised the flag of a general strike, demanding a staggering 15% of operating profits—amounting to tens of trillions of won—in bonuses. Public indignation and concern are reaching a breaking point as this so-called "aristocratic union," consisting of high-income earners, ignores the desperate stakes of the global semiconductor hegemony war to focus solely on lining their own pockets.

The "Normalization of Strikes" That Led to the Fall of Developed Nations

History has shown us clearly how reckless labor disputes and populist policies can ruin a nation. The most prominent example is the so-called "British Disease" that struck the United Kingdom in the 1960s and 70s. At that time, British unions engaged in incessant strikes and demanded excessive wage increases, while politicians, wary of losing votes, either acquiesced or stood idly by. Consequently, productivity plummeted, corporate investment vanished, and the United Kingdom—the "empire on which the sun never sets"—was eventually forced to accept an IMF bailout.

The path currently being trodden by the Samsung Electronics union is strikingly similar to the tragic trajectory of the UK. The global semiconductor market is currently locked in a second-by-second survival game amidst the struggle for HBM (High Bandwidth Memory) leadership and the AI revolution. In this "wartime" situation, the idea of halting the production lines of the nation’s representative enterprise is an act of extreme egoism that goes beyond self-destruction to hold the entire national economy hostage.

Demands for 45 Trillion Won in Bonuses: National Deprivation and Economic Stagnation

The union’s demand for a 15% distribution of operating profits translates to approximately 45 trillion KRW. This is a sum comparable to the annual budget of some sovereign nations. In a reality where small business owners and the general public are struggling with high inflation and high interest rates, the "give us more" struggle of those who already enjoy top-tier treatment only creates social disharmony and deepens polarization within the labor sector.

While the fair rewards for labor must be guaranteed, a company has no future if its profits are poured into populist distribution instead of innovation and reinvestment. If Samsung falls, the Republic of Korea’s semiconductor ecosystem collapses, which will mark the beginning of a serial downfall leading to reduced national tax revenue and the disappearance of jobs.

The Republic of Korea: A Path Toward "Asura" or "Resurgence"?

If we neglect the current situation, the Republic of Korea will inevitably fall into the trap of economic stagnation and eventual negative growth. The political circles must not pander to populism out of fear of the unions but must instead restore order in the industrial field through a strict response based on law and principle.

The Samsung Electronics union must now lay down the extreme measure of striking and regain its cold reason. Bonuses received after one’s own workplace has collapsed hold no meaning. The public will no longer tolerate the collective egoism of the "aristocratic union." Whether the Republic of Korea shakes off the ghost of the "British Disease" to remain a truly developed nation or falls into ruin amidst "Asura-like" chaos depends on the decisions made at this very moment.
